The Scottish Government this week published its framework for tackling
Scotland's alcohol misuse problem. Health
experts regard this issue as
Scotland's
most pressing public health concern. Plummeting prices and aggressive promotion have led to a surge in consumption, causing
and adding to health problems ranging from liver and heart diseases to diabetes, obesity, dementia and cancers. Ministers
this week outlined a framework for action including minimum pricing and banning irresponsible off-sales promotions. The Scottish
Government is now engaged in the detailed work necessary to inform what level the minimum price should be set. However, the
policy is intended to target high strength, low costs products not mainstream brands. It will also not affect premium products
like whisky. Researchers estimate minimum pricing means a moderate, responsible drinker would be expected to pay an additional
11p per week, about £6 per year - whereas a harmful drinker might expect to pay about £100 more a year. For more on the proposals,
